ANNUAL SCORECARD REPORTS

First Annual Mineral Development Scorecard

The National Planning Authority (NPA), together with its partners, the Africa Centre for Energy and Mineral Policy (ACEMP) and ActionAid Uganda, with funding support from the Democratic Governance Facility (DGF) have developed the first ever Annual Minerals Scorecard for Uganda. The purpose of the scorecard is to assess the performance of the subsector at each stage of the value chain and identify key interventional areas aimed at enhancing the contribution of the sector towards achieving the objectives of Vision 2040.

It is a tool for assessing and ranking performance across a bench mark of indicators that are aligned with national development priorities. These include: institutional policy and legal framework, sectoral linkages, value addition, local content, and infrastructure development, among others. Using information from key stakeholders in Uganda’s Mineral Subsector, a scorecard tool was developed and used to assess the performance of the subsector. Key findings suggest that the Aggregate Annual Minerals Subsector Score (40.4%) is still very weak.

Second Annual Mining and Mineral Scorecard

This collaboration between NPA and ACEMP seeks to monitor the annual planning, budgeting and overall governance of the mining and minerals sub-sector and its contribution to Uganda’s development aspirations as underscored in the National Development Plans and Vision 2040. Inter alia purpose of the Annual Minerals subsector scorecard is to assess the performance of the subsector at each stage of the value chain and identify key interventional areas aimed at enhancing the contribution of the sector towards achieving the objectives of the Vision.

The second edition of this scorecard assessed the operationalization and functioning of the systems and frameworks for the subsequent achievement of sustainable development in the country. Using both secondary and primary data, engagement of stakeholders in the sector, the scorecard assessment analysed the performance of the sub-sector. Key findings suggest that the overall average performance of the sector is at 43.7%, which is a slight improvement from the 40.4% registered in the inaugural scorecard launched in 2016. Nevertheless, performance of the mining and minerals sub-sector remains below average though there are slight improvements in some areas.

First Annual Petroleum Development Scorecard

The National Planning Authority (NPA) is launching the Annual Petroleum Subsector Scorecard for Uganda. The purpose of the scorecard is to assess the performance of the subsector and identify key interventional areas aimed at enhancing the contribution of the sector towards Uganda’s socioeconomic transformation which is enshrined in the National Development Plan (NDP) and Vision 2040. The Petroleum Subsector Scorecard takes cognisance of the fact that petroleum (oil and gas) is one of the priority sectors identified by the government to drive Uganda’s socioeconomic transformation.

It is a tool for assessing and ranking performance across a bench mark of indicators that are aligned with national development priorities. These indicators include: Legal, policy and institutional framework, sectoral linkages, value addition, Health, Safety and Environmental Management, local content, and infrastructure development among others. Overall, the findings of the Scorecard suggest that the Petroleum Subsector scored above average at 65.5 percent.

Second Annual Petroleum Scorecard

The National Planning Authority (NPA), in collaboration with the Africa Centre for Energy and Mineral Policy (ACEMP) launched the Annual Petroleum Subsector Scorecard for Uganda in 2016. The purpose of the scorecard is to assess the performance of the subsector and identify key interventional areas aimed at enhancing the contribution of the sector towards Uganda’s socio-economic transformation which is enshrined in the National Development Plan (NDP) and Vision 2040. The petroleum scorecard for Uganda is a tool for assessing the performance of the subsector along identified key indicators that are aligned with national development priorities. These indicators are based on the various sectoral documents such as policies, legal frameworks and strategic plans, among others.

Since the first edition of the petroleum development scorecard, many developments have taken place as the country prepares to produce first oil around 2020/21. In this second scorecard, therefore, we assess Uganda’s preparedness to enter the development phase of the subsector and its capacity to ensure that the exploitation of oil and gas resources benefit every Ugandan and leads to fair and equitable development across the country. In summary, the average performance of the sector was slightly above average at 52%. An indication that the subsector has addressed some of the key issues assessed.
